ya illidan is not the creator of the burning legion I believe archamone the first demon lord is. But the one who runs the demons now is Kil'Jaden and Illidan Stormrage. Now Ner'zhul the Lich king before the binding with arthas is the reason for the ghoul infestation in azeroth and arthas is who he fused his mind and soul with to create the new and stronger lich king and Kil'jaden and Archamone is the reason for the Demons in Azeroth. illidan is just a pown of Kil'jaden but the strongest pown.

In lore Illidan is sposed to be dead, so he doesn't run 'em anymore :O.

Sargeas (Who's incharge of the legion, and Kil Jaeden and Archimonde) Created the Lich king to bring the legion into the world.

So basically if there's on big bady in Wow it's Sargeas

And perhaps Azshara

yep....also medivh would be in warcraft the most powerfull of them all he was both the guardian of the world between Azeroth and the demonic world of Outland .... his duty was to keep block the worlds but he finded out that he was not only the Guardian he also was possesed by Sargeras ...the creator of the infinite army of demons calld The Burning Legion.......Medivh was practically his worst enemy all the time ...in the end he will be killed by his aprentice,leting him in the end just a ghost
