The round shouldn't have been luck; the locatiomns mentioned should have been the right ones.
Alaska is too. The Lower 48 refers to the 48 that are clumped together in one big Mass, right in the middle, whereas Alaska and Hawaii floating off on their own.
I remember, they used to have Hawaii in the first season or two, but EVERYBODY chose it, obviously, so I guess they show had to make some serious financial decisions.
