Fences are erected by owners of property 2 keep people/animals out of one side or other... So obviously the "owners" of the property on camera side are not the welcomers being filmed but are simply permitted by the "owners" 2 live there while cut off from their friends by fences.

This is what happened.

Also, Israel offered to repatriate 100,000 Palestinians but the Arabs rejected this. There are also 800,000 Jewish refugees who were expelled from Arab lands following creation of Israel. They went to Israel or other nations. If a Palestinian state is created, the Palestinian refugees could go there or remain in other countries.
