Well i cannot advise which pokemon to start as your starter pokemon. If you want your poke assist to stop enemies for a small bit to make capturing water pokemon easily then Pachurisu is your choice. If you want a pokemon that With fire mini tornados at the pokemon that will stop them for a few seconds then starly is the pokemon (note Starly can be obtained later in the game if you didn't pick it as the starter) munchlax has a normal type and possibly no poke assist. I hope this will be ok.

Yes you can. In the last game they didn't let you but in this game you can have about 10 different partners
