Not all vests have drag handles, and the ones that do, the vast majority arent rated for anything more than carrying the vest around. Some manufacturers are sewing full strength handles, but not many. You can count on it being there or being full strength, so when training it is best to train to one universal standard. The best is to run the sling through the arm and neck hole in the vest, but that takes too long in a high threat area.
Honestly, I'm not sure. If you are 100% sure that the casualty you are rescuing has a vest with a full strength handle, then it would work in that way. But with so many different military branches, countries, and law enforcement agencies using so many different vests, universally its not a good technique to teach.
