Secretary of State Colin Powell promised that there would be a "white paper" released that showed the evidence of Bin Laden's guilt. No such paper was ever released...PERIOD..To be fair, British prime minister Tony Blaire did release a document, but by his own admission there was nothing in it that proved Bin Laden's guilt in anything. So what I am saying is that the USA in all its wisdom has never produced any evidence that shows Bin laden was guilty of anything.
