He can take a lot of strong punches to the head too, as seen in his fight with Carwin, he's just afraid of being hit because he's not used to it (he's a life-long wrestler, not a striker) and when he fought guys who were better at striking than Carwin they made him mentally fold real quick.

Another reason is, Jeff Hardy hits Brock in the FACE. The JBL chair shot was to Eddie's HEAD. As fans we're used to seeing chair shots to the head, so we're almost desensitized to it. But chair shots to the FACE were UNHEARD of back then (and still ARE). That's why Hardy's chair shot was better. Go back & watch.
