It is a symbol of loss, the saddle is empty. Many will put the boots in the stirrups backwords to symbolize the fallen rider, seated backwords looking over his troops one last time. Often used for POW/ MIA memorials. It us that we will never again ride with the fallen.
that was beautiful , sadly you don't see this in england but i think it is very touching and sybollic
