To do it, keep your fingers on the strings as if you were going to play the chord, but don't push down hard enough for the chord to sound -- you get a sort of choppy dead-ish sound which sounds pretty cool.
You can see Johnny's fretting fingers 'bouncing' on the strings as he's muting/unmuting the strings.
@MSimp2k6 Don't think he is muting them, i think it is maybe the setting and pick up he is using, he plays it near the top pick up. I have a Fender guitar similar to his and if you play with the pick up setings you can get that sort of sound.
