That is without a doubt Mel Blanc's voice. The reason that some of the voices sound 'off' is that they usually sped up some of his voices to give them a higher pitch. This is most obvious with voices like Speedy and Tweety, but also with Daffy and maybe even Bugs.

There are 2 versions of this test. 1 is an older way with the "hose" threaded thru the nose. The 2nd, is a long silver "solid" straight non bending probe, which is held at the back of the singers mouth and takes pictures less invasively. A guy friend of mine, had the older version {tube in nose} and he told me he almost passed out! I have only had the newest {#2} version, and it's not hurtful at all.

This is a video of the vocal folds, obtained using a camera on the end of a thin black tube that goes in through the nose. They come together in a V shape, with the bottom of the V just inside the adam's apple. They vibrate against each other, and then come apart again to allow him to take a breath. I can't confirm that it's Mel Blanc speaking, but this is a very common procedure to look at the vocal folds. They look different than you'd expect them to, don't they? :-)
