Yeah, he was buffed. Transfusion CD was lowered at low levels, Tides have lower cost increase per cast and ult now has no cost. To balance it out, his passive was nerfed by about 25%, but it's okay because Vlad is actually useful now. No more dying to your own spells. You actually live to do the damage now.

I was lik9. lvl when I bought vladimir (vlad was first buy), I played him ALL games to cca lvl 22, then played him less, ahhhh, I remember the time when I was fed every game, every game u could go in 1v5 kill 3 of them, run into first bush, kill next, run again and kill last, I have now about 2000 games and definetly 50% are with vlad, and this little buff it can realy be seen in game, but still... Start with the fact transfusion had ridiculously long cool-down early game.

His range is very short.

His movement speed - too slow.

50% of your own health to cast tides? That was fair?

What everybody forgets, he uses his own health for his spells. So everytime he uses a spell, he hurts himself.

Imagine him 1 on 1, the enemy hurts you, and you hurt yourself while attacking him. :)

And a lot of people wanted him buffed. A LOT. So shut up.

See thats where your wrong. Vladimir is pretty much perfectly balanced. He is a burst mage early game shifting into a sustained champ mid to late. Get: Ionian Boots, WOTA, Rylia's, Rabadon's, Hextech Gunblade, based upon AD/AP go Zhonya's/Abysal. Take MagicPen Marks, % Health Seals for the stronger early game, Flat CDR Glyphs, and Spell Vamp Quints. 9/21/0 Masteries.

Dont buff him, here is why: So when he does get that buff, riot will end up later nerfing him worse then what he is currently.

vlad early game is bad. You harass yourself casting, you do no damage compared to other caster and you have pitiful range.

midgame after u get your revolver you have excellent sustain but cant spam your spell without harassing yourself.

Late game vlad turn into a monster of damage and life with an op ult

i do believe that his ult should be nerfed and that his spell range should go up to boos is early game, this would make him more constant

@CoIdAshes Nah, thats where your wrong again, at level one, vlad has the most powerful spell with transfusion if you account for damage + life gained, so in a 1 for 1 exchange with any ability, vlad wins. It all comes down to the skill and intelligence with how and when you use his transfusion. You don't spam your Tides unless you are hitting a minimum of 3 targets, or else your come out on the losing end. You also never use your Transfusion unless its on the opponent until at least lvl 7.

the cooldown of that spell make it very unreliable source of advantage early game, that why you build cooldown reduce items. Any ad can bum rush you and you cannot trade with them. Ryze, Ahiri, morgana, kassadin, casseopiea all can out harras you even if you have a strong spell. the cooldown really kills it. and not being able to use a spell till lvl7 is a proff in iteself of bad desing that show needs for a buff. Vlad pushes the lane way to hard trying to sustain

@cikent0715 I'm sorry, I shouldn't have stated it like that. Vlad is a very passive champion early game with a lot of poke damage. You hold back only working on last hits and when the opponent opens themselves up you hit them with an Transfusion, Tides of Blood and an auto attack if able. Then you back off again and continue to last hit minions, you do this so your lane doesn't get pressed allowing you to not have to worry about a gank, and if they do come in for the gank anyways, you have pool.

@cikent0715 But by lvl 7-9 you can afford to be a little more aggressive. But even in the mid to end game, vlad is still a bursty mage with a little sustain from Tides of blood. I'm not saying CDR isn't important, in fact it is and with the flat glyphs + 9/21/0 masters and lucidity, you get 32.85 at lvl 18, with the elixir, you hit 40. That is more then plenty if you are playing Vlad the way he is designed for early game. The nerf to his CDR on Transfusion, did hurt him, but no buff is needed.
