The more philippines or vietnam tries to bring the USA (or other western powers) into the issue, the more pissed off China becomes. And let's be serious here for now... China IS the regional superpower. In a world of unequal power relationships, it is best to work around a solution that makes everyone happy, rather than forcing a direct confrontation i.e. forcing a ICJ judgement/bringing western intervention
