City of Kingston (NY) Dept. of Pubic Works does the same but use an old White/Loadmaster in November.

Here's something fun to watch! So down there all you have to do is chuck everything on the road, eh? :D Guess that hopper extension is to avod spillage / make loading easier by the looks of it... bet it makes a difference. Never seen cart lifters mounted on the side of an RL too, interesting position - but guess it'd get in the way of loading. Nice work! Personally, don't think this kinda music suits garbage trucks/collection! lol
