I think the point is that after being battered by ship fragments in a storm, and fighting for his life to stay afloat, Gulliver's unconsciousness was closer to a coma than sleep - hence why he didn't easily wake up.

It's not olliver, it's Gulliver. And there were roads that they had flattened the land out to build. Good question though.
