Hey, I know the region 2 Universal DVD from the UK has this version of the movie. You can easily find it on amazon.co.uk or eBay. However, if you're on eBay, look out for bootlegs. The one you want simply has Van Damme on the cover with a dark background and the title "No Retreat No Surrender" in red text.

They're not deleted scenes, they're just scenes that are in the international version of the movie. The DVD I got these clips from is available on eBay and European DVD stores.
