F-22 can only compete with simple su-27 or su-30 or mig-29 by its overall effectiveness(considering its 120 mil $ cost, while even su-35 costs 45 mil. dollars).

Mig-35 definately looks like the strongest contender also due to the trusted ties between Russia and India. India's interset with the F-18E is only because of its AESA radar and I'm not sure if the F-22 is being offered but the F-35 JSF looks closer type to the requirement. But with the US fighters prohibitive costs India may not be able to get the needed 126 fighters.
