I believe no one qualified, if you're pedestrian you hate cars, if you drive a car you hate pedestrians and lorry drivers and they hate cars and pedestrians.

society works by inacting civil war whenever a dispute such as this occurs, you know...swearing, middle finger, baseball bats or wrenches colliding with skulls until one side wins....with "welcome to the jungle" playing in the CD player as it happens.
