The rocket must be turned into vertically. And nozzle, this way, will be in the bottom.
Then it will work correct. Look at some another videos. Most of rockets there placed vertically.

crank the pressure up! You'll get optimal results at around 450*F, your rocket will be at about 550 PSI, and life will be good driving whatever it's going to push!
