2.4l V8 Rev Limited to 19,000 RPM, but last year they were doing nearly 21,000 RPM and the FIA capped the engine speed.
Somewhere above 21,000 or so the speed of the air entering the engine would need to be going at supersonic speeds, so they are basically only 2000 RPM away from the theoretical maximum for a piston driven internal combustion engine.
Depends on the intake design. There are IC piston engines that rev to over 30,000 rpm. Also, you can have air entering the engine approach sonic speeds at well, well below F1 engine rpms.

It is widely known that engineers in F1 considered this the next technical hurdle, within the regs, until the regs were changed and engine development was frozen.

Sort of true. The myth was debunked in F1 magazine. While the downforce of the car in fact exceeds the weight of the car, the car requires gravity for its fuel and oil systems to work.
in theory yes so long as you are travelling at a great enough speed for there to be sufficient downforce...dont forget the whole car is designed to be "glued" to the road with the aerodynamic package so if you flip is upside down the downforce created would "glue" it to the ceiling of the tunnel but "gibletoid" made a very good point about needing gravity for oil and fuel to work...completely forgot about that concept.

@3Equis 2005 was the last year of the V10's. This is a V8.

I think Mclaren was doing 21,500RPM with the FO108's. That was towards the end of the season.

Yea, the average Nitro RC motor (around 2.5cc) will revo to well over 30,000 RPM. I've heard of some in the 40k region.
