Your correct in a sense that during personal & equipment exchange programs for training purposes, equipment cross training for high ranking officers occurs for sure(a few of the F-16's seen in several clips[whose Tail, Type & Squad info seem to be all but blurred or removed]shows that).

they are American F-16's, the AV on the tail is for Aviano Air Base in Italy. I was stationed for two years. It was a joint exercise with the Germans and British in Germany. The British were flying The Tornado.
