It's true, reading from a teleprompter is a skill that needs to be cultivated. there are techniques to mask the fact one is reading. usually another staff person is running the prompter, keeping the speed correct for the speaker. On camera talent can run the prompter themselves, usually with a hand controller ( I do it all the time) or a mouse. As for the IFB, that is usually short commands about the show, NOT how to deliver a line. Those in front of the camera already (or should) know how.
Well newscasters have A) A pedal, B) A gallery full of staff saying how to deliver the next line through talkback. So Teleprompter training really only applies to none news staff.
