The strap wasn't attached to the axle. The right front tire stayed in the hole when the Cherokee was pulled and it's uni-body construction was strong enough to hold the front axle control arms in place. The left front tire moved forward because of the leverage effect on the axle staying in the hole and the truck moving forward.
