This is just a way for Judicial Watch to get attention using current news. Honesty and Clarity is not their game. If you want to find 10 corrupt politicians out of all the senators, congressmen, governors, mayors, and staff people of these politicians, you should get a much different list if you're actually care about corruption. I'm not saying TIME magazine would do any better, but naming the 5 best out of 50 governors actually might be reasonably proposition. This list is nonsense.

Mike Huckabee was a governor for more than 10years and prior to that he served many years as elected lieutenant governor. Governing Magazine named him as one of its 'Public Officials of the Year' for 2005,
Time Magazine honored him as one of the five best governors in America, and later in the same year.
Huckabee is past chairman of the National Governors' Association (NGA) and chairman of the Education Commission of the States.
He served president of the Council of State Governments
