He's playing Pakistani bagpipes I think - imitation highland bagpipes. Very odd fingering - not highland bagpipe fingering technique. Flat too because of that (and tone is absolute Pakistani type bagpipes). About all that can be said is at least his cheeks don't bulge and that is really good.
