Normal army units are not trained in local languages, culture, special tactics, and tons of other things. It's simply not possible.

Thats not completely true, while not all the soldiers are trained culturally, they do have train linguists, that study culture. But it should be all of them.

They are given some training, but I doubt it's adequate to do special operations, seeing as how special forces troops are trained specifically FOR this kind of thing and their training lasts much longer (a year). Not that I'm saying military spending isn't very superfluous. :)

Some army's (The Dutch one)does. Here almost everyone who go's to Afghanistan learns abouth their (Pashtun) culture, and how to behave. Ofcourse, if a army is bigger, it is more difficult to learn them something about culture, but if you compare the size of the Dutch army and their tribution to the ISAF mission, most of the soldiers are or were in Afghanistan. So, it's possible :)
