These are probably the same as current F1 engines, so 19k is the redline. There are rumors or probably truth they can go upwards of 20k RPM, but the mandate limits them to 19k to limit cost.

I ride the R1 to Laguna Seca every year for the Moto GP, AWESOME event. And yeah, the downshifts and upshifts are incredible I love that bang when they shift.
