Most men will say that they would consider wrestling near naked with a woman (as in the video by hotdamnirock) a precursor to sex. But that's an extreme; kissing and some playful petting is not necessarily a precursor to sex. In either case, if women aren't ready to go all the way, it would probably be best to let the man know beforehand so there is no possibility of misunderstanding.
