While originally a Japanese property, the Transformers show and movie were produced by Americans for American audiences. I guess they kept the original audio and used subtitles here because, like with other foreign cinema, it's preferable to not lose the original acting.

It's not just you, but they weren't included in the movie. The only additions to the Japanese film was the character's names being placed on screen. From what I remember hearing, this trailer was actually put together with some of the final footage, and pre-animation footage(which would explain the use of Magnus's Powered Convoy Diaclone scheme) to get investors interested in the project. At least, that's how I've heard it explained.
