It WOULD translate into civilian court evidence if they weren't using torture or hearsay. If they actually investigated properly without torturing people, they would get the info they need to convict them in civilian court. First of all, they are being held on US soil, and therefore subject to US law. If an illegal alien, or even a green-card holder, is being charged with a crime, you can't just torture him and then use his torture "confession" just because he is not a citizen.
