On the whole native issue are you planning on giving the lump sum to the chiefs? Individually to each native? A mix between the two? Also I don't mean to be an asshole (I am part native) but if you give them pure money they might squander it (mostly on booze and drugs) or will you say pay them in gift cards for clothes, groceries and college tuitions?

Essentially, productive provinces pay welfare to non-productive provinces. Federal-run 'employment insurance' pays fishermen to not-work for six months of the year, because the industry at its current rates of pay (and pricing of product) is unsustainable.
So this must be the Newfies and other maritime provinces. The people I've talked to will argue that government regulation is necessary to prevent overfishing and such other things despite the fact that they are practicing price control policies the US implemented during the great depression.
Oh well, if these people are for national mob rule, having an emperor shouldn't be too much of a shock. You may want to edit the national anthem, though.
