to people playing flute and need practice making better tone: take a EMPTY water bottle and unscrew the cap. Hold the hole vertically, like the hole in your flute. Blow until you can hear a low sound or a buzzing sound, or sometimes your bottle buzzes.

If it doesn't work for you, then you just need better amateur or air support.
