so that first machine takes out the bad ones and second machine puts new ones in?

yup. there's a 3rd machine that lifts up the rails so they can put the plates back in, then they spike them down.

those ties were in very bad shape i walked up and down those tracks about time they replaced them

They sure were. As far as I know they replaced about 1000 ties down there.
