Watch the video carefully. Do each step one at a time. You may have to test it a few times to make sure it works. The most important part is the side blocks covering the water channels (covered with glass in the video), or else the middle of your water wont join, it will just flow off the edges.
This works just fine as is, in 1.8. Make it on a hill though, and you don't need all those cobblestone blocks underneath. Heck, you don't need them anyway. I also used wood for a bunch of it, including the path in the middle, where I placed wooden stairs too for easy travel. I also made the collection area out of fence and a gate. Works wonders.
Not bad but you can reduce the amount of steps needed - I use a 6 by 7 step with 2 plots given over to the points at which the water drops off = 40 wheat per step. Also factor in your need for sneaking to re-plant. With the 6 wide step I simply go up one side and down the other planting 3 rows in - in the long run its faster to make another section of farm than spend longer on planting every time.
The great thing about the game is we can all build things in any way we wish.
I made mine in a room with pistons since my house is basically a giant underground cave, so when I was letting the water out from behind the sticky piston wall it was killing the plants because the water was 2 blocks high, which is apparently too much.

@kittl29fujam1 No it doesn't. Sugar Canes aren't destroyed by water. But since sugar canes need water. if you take the water away and smash it, an entire row will be destroyed.

Hmm, I've tried something similar but the water destroyed almost all the wheat without dropping wheat or seeds. But here you get 88% efficiency. Maybe it destroys the wheat where the water falls from above but not where it flows from the side.

Looking at this video the actual farmland on either side is 4 blocks, plus the block in the middle makes 9 blocks wide. If that wall is as wide as the farmland (as it shows it to be at 2:00) it would be 9 blocks wide. I just made this thing, my wall had to be 9 wide according to his schematics, luckily it still worked fine.

i doubt you have the time, but you should make a list of what you need to make it.
Like so many dirt blocks, cobblestone, glass, etc. So we can make sure we have enough materials to make it before we start. (:
