I don't get it, if Robotnik rules the world, why would he need to raise money for an army? Can't he just steal the materials for swat bots? Or conscript soldiers and roboticize them?

I really wish the people in charge of the cartoons would at least put some thought into the episodes before dishing them out, though I guess I shouldn't complain about this series since Sonic X was way worse.

So if he went around stealing and hurting the population even more- more and more people would go against him. Dictators all have to keep some part of their people happy- because there is 1 dictator and an entire planet of suppressed people. If he pushes them to far- they will revolt. Hence why he doesn't steal.
