I suppose it is scary because if you really have that 20 meters in front of you then it's bound to be intimidating, but I understand that it's more for the players to get motivated and psyched up than for the opposition to be scared by it. It's so symbolic to them too, as it represents their ancestors and I suppose in some way summons the spitits of the Maori. That's better than any motivational video that you watch before getting on the field.
