@duar97 The light are basically white dots (actually a very llight yellow) painted on a separate layer. If you right click on the the layer in the layers pallete and select "blendi9ng options" there is an option to add an outer glow to the whole layer. I just used this with a bright yellow glow and suitable setting sofr opacity/size etc.
