A band should NOT pick the best songs on their album as the singles. Because if they do, those who buy the album could possibly be dissapointed that all the other songs aren't as good as what they heard on the radio or wherever. I think that's a good tactic to not pick the best songs on the album, so fans and newcomers will have something to look forward to and will be more likely to be impressed.
