You haven't seen the quality of this boat so you have no idea. Go build your own. Try to buy a brushless motor and speed controller and water jacket and all the hardware and a hull for $150 unless it's total junk. Have fun!
I LOVE this rigger. It's going to be my next boat. I currently own the Mini Cat Hydro and it's badass too. But the way the hull of the Mini Cat Rigger is built, is just beautiful....not to mention FAAAAAST.
It will handle some rough water pretty well. Not sure if by "Offshore" you mean in the ocean? You'd be on your own on that one. ;-)
