Yes, the USSR was militaristic state but official ideology was peaceful: "to conquer and defend peace against Western imperialist" (note, that all soldiers in the movie are wearing western-style battledresses and they're talking about loss of colonies). Especially in 70's and 80's the USSR and Eastern Bloc were trying to reach international peace. Of course, it was partially dictated by their fear from new US & NATO weapons...

Yeah, but the uniforms are Soviet, the government officials hold Soviet offices, and the meal they are eating is Russian style. Even cheap American movies would indicate country with uniform, rank, and office. Of course they all spoke English because Americans are too lazy to read subtitles. Not to mention, everybody speaks English anyway. :) But the colonial house and the car sure did look Western. A good quality production none the less.
