Yes, if you went around the streets offering stuff to western kids it would be strange, but no, you wouldn't be arrested just for doing that. This isn't a western country, though, and these children are dirt poor. A bottle of gatorade or a candy bar from a US soldier and little attention can make their day. I've traveled to countries where orphans roam the streets, given them food - was I wrong?

@delsolvti how exactly have we been fucking up that region for so long. We occupied iraq for about a month during the first gulf war. For the majority of this war the US is conducting presence patrols and responding to attacks. Iraqi get to vote for their government and the US has all but turned over military operations to the Iraqis. What is the issue??
