The stretched Master Chief is a product of the "object_set_scale" devmode command. Making the master Chief tiny and then killing him will stretch his limbs back to their normal length while still keeping them extremely thin.

I am a map dev, and I've done this a countless times.

You can also crumple a Master Chief by using object_set_scale to make players larger and then killing them.
