The military has learnt that they'll lose this war by dehumanising the enemy. Usually it's a really effective technique, it was used at the start of the wars, however now the training is to understand that they are people.
Once troops understand they are dealing with people and lives the chances of fostering good relations, the corner-stone to success, are much increased.

The UN was saying there were no WMD.
The paper trail showed that they had been destroyed and accounted for.
