I haven't seen the live action version of Speed Racer, but one review said, and this is probably the fairest thing that can be said, that it's a good movie but you're better off watching the anime. Whereas apparently Dragonball Evolution is just a really bad movie. There's already a whole series of Dragonball movies, based on the anime. Wouldn't it have cost a lot less to just not have made it at all?
