@silvernug Not all of the dragons were dead; Paarthurnax for example survived in secret the whole time. Tiber Septim was a Dragonborn, so he was able to command at least one of the surviving dragons to serve the Empire.

Tiber Septim somehow got his throat slit prior to becoming Emperor (according to one in-game book he did this to himself). Afterwards, he was unable to use the Voice ever again.
