The second car had his lights on fully. The camera isn't shooting enough frames-per-second to catch all the flashes giving the appearance it is off or only partially activated.

Notice how they have a little light based team work going on? The front cop has his front lights and wigwags on. And the rear only has the back lights on. as to not blind each other.

@MobileReign or maybe... the front on is a LED bar which is 50x brighter and the officer in the back has a old ass strobe wich is dieing out.

@billesh55 Yes I did see it but I wanted to see where they were going and left, so I did not get the SUV passing. It was a Ford Explorer or Expedition. They were all going to a medical call of some type, it was nothing really interesting. However it was at a trailer park, so maybe Bubbles was causing a disturbance, LOL!!

@billesh55 yeah, haha. the Sgt. in there is probably just figuring out why they give the higher ranked officers crappy, slower cars: it's because all of the Sgt. and Lt. and Capt. are too old to safely travel over 100 mph. haha.

@billesh55 I don't think he was trying to catch up, I think he was lighting up the intersection for the others. This use to be common when I was in the fire service for one vehicle to light up a busy intersection for the others to pass through.
