Well, the first thing to do is to get a good URL for a baseline. A college programmer would probably come cheaper than a professional, and would definitely be able to make a good website. I'll comment again when more ideas hit me.
That's awesome news to hear about the upstart tobacconist store. I wish I new a lot about it or had suggestions, but right now I could probably just add moral support. Kudos on the undertaking!

With regards to an online presence, you will need some PHP work done on your site if you are to include sales, HTML won't cut it there :(
Unfortunately I only do HTML and a little CSS but I wish you the best of luck on your journey.
