Elderly parents who want to live indpendently in the home of an adult child is required to pay the city $4,000 for permission. In addition; the adult child who provides such accommodation for his or her aging parent "has their property taxes increased dramatically".

It's not that simple. You need to attack the source of the problem, which is always the toughest hurdle.
