So does one have to Smash DI the moment that you regain control from being hit, or is the timing less critical than that? I don't seem to be able to do it.

Well for to escape pikas down smash you just repeatedly smash up on the analog or cstick if u have ur cstick set to smash while you're getting hit. It's kind of easy to know when a pika is going to down smash sooo escaping them shouldn't be a prob.
