But this campaign isn't asking the federal government to punish every use of the word. Freedom of speech is for the people. This campaign is made up of people too. It is okay to use MR or "mentally retarded" because they are diagnoses. The word "retarded" means slow. If a police officer said "I tripped him and retarded his escape" it would be okay. What is not okay is to use the word retarded as a label. You wouldn't say a person with cancer was cancerous, why would you say that a person with mental retardation is retarded?
Morris uses retarded in place of stupid. It is common in the way many people speak, but that doesn't make it right.
