The Irish mob couldn't ever be like the Italians, because the Italians were structured by a set of traditions, and a sense of respect. Irish are too rebellious by nature. If a "capo" tries to tell an Irishman to do something he doesn't want to do, he won't do it. If you watch "State of Grace", the scene where they try to shake down Mr. Rafferty, and all end up fighting eachother, is a perfect example. Irish mobs are better off with a mutual sense of loyalty than a chain of command.
